Gasoline prices drove much of the gain, and wholesale prices continue to improve over last year’s levels. Separately, homebuilder confidence rose to its best level in six months, with a July index reading of 53. The latest index, by being higher than 50, indicates homebuilders are more upbeat than downbeat on current housing conditions. The Dow and the S&P 500 rose 0.4%, and the Nasdaq finished 0.2% higher.

Reuters/Larry Downing President Obama said on Friday that NATO members had agreed on a range of strategies to not only monitor the situation in Ukraine but to deal with the escalating threat posed by the Islamic State. Obama said he and the other heads of government at the NATO summit in Wales agreed that ISIS posed a threat to not only the governments of Iraq and Syria, but also to NATO member states. Beginning with Ukraine, Obama said that NATO would implement a new readiness action plan that would include a rapid response force that could be deployed on short notice if needed and would counter future Russian aggression in the region. “Our alliance is in support of Ukraine’s sovereignty and territorial integrity ,” Obama said, adding that NATO would provide security assistance to Ukraine by providing body armor and assistance to “help modernize Ukrainian forces.” The announcement came just one hour after a cease-fire came into effect. “I’m very pleased with the kind of work that’s been done throughout this crisis in Ukraine, and I think U.S. leadership has been critical throughout that process,” Obama said. Obama urges Mideast partners to join fight against Islamic State – LA Times

It will be the first gathering between the president and the top congressional leaders since mid-June, when the lawmakers also met to discuss the terror network. During that meeting, which came shortly after the Islamic State of Iraq and Syria (ISIS) seized control of Iraqs largest domestic oil refinery, the president told the congressional leaders he was not close to seeking congressional authorization for airstrikes in Iraq. But last month, the president authorized a limited airstrike campaign against Islamist militants amid concerns of a potential massacre after the Islamic group surrounded Iraqi minorities on a remote mountain range. The White House has maintained they did not need congressional approval to do so because the strikes were at the invitation of the Iraqi government and in part intended to protect U.S. personnel. But President Obama is now contemplating expanding that mission to a broader offensive campaign against ISIS, and also weighing whether to launch strikes in Syria. During a press conference last week, the president said Congress has to have some buy-in as representatives of the American people as those efforts progressed, but stopped short of saying he would seek a vote authorizing further military action.
